Narrative:
On IFR flight plan from smo to sql at 10000 ft MSL, departed prb VOR on V-25 nwbound. Entered restr area R-2504 as a result of being left (west) of airway. Restr area R-2504 should be re-defined west of V-25 or V-25 should have an angle point to a new intersection east of the restr area. It appears the edge of the airway takes you through the edge of the restr area. The proximity of V-25 to the restr area is a problem that should be corrected. Callback conversation with reporter revealed the following information: pilot had filed V-25 which passes through a part of the eastern edge of R-2504. When near prb VORTAC, ZOA controller gave pilot direct to eugen intersection, placing the aircraft on a northwest heading, passing his aircraft directly through the center of that area. Reporter wanted to know if FAA should change the area's boundary or move the airway east of it as he felt that he may have illegally entered that area. Reporter was counseled on the area's controling agency and their jurisdiction over the active levels of the area. Reporter only wanted to know if he needed a special clearance to go through R-2504. So far as he knows, the area was not hot and ATC made no remarks about his presence within the area.

Title: THE PLT OF A BE55 WANTS TO HAVE LOW ALT AIRWAY V-25 SEPARATED FROM RESTR AREA 2504. SIT POSED THAT WHEN ON AN IFR FLT PLAN, HE MAY HAVE ILLEGALLY PENETRATED R-2504 10 MI NW OF PRB.
Narrative: ON IFR FLT PLAN FROM SMO TO SQL AT 10000 FT MSL, DEPARTED PRB VOR ON V-25 NWBOUND. ENTERED RESTR AREA R-2504 AS A RESULT OF BEING L (W) OF AIRWAY. RESTR AREA R-2504 SHOULD BE RE-DEFINED W OF V-25 OR V-25 SHOULD HAVE AN ANGLE POINT TO A NEW INTXN E OF THE RESTR AREA. IT APPEARS THE EDGE OF THE AIRWAY TAKES YOU THROUGH THE EDGE OF THE RESTR AREA. RPTR WANTED TO KNOW IF FAA SHOULD CHANGE THE AREA'S BOUNDARY OR MOVE THE AIRWAY E OF IT AS HE FELT THAT HE MAY HAVE ILLEGALLY ENTERED THAT AREA. RPTR WAS COUNSELED ON THE AREA'S CTLING AGENCY AND THEIR JURISDICTION OVER THE ACTIVE LEVELS OF THE AREA. RPTR ONLY WANTED TO KNOW IF HE NEEDED A SPECIAL CLRNC TO GO THROUGH R-2504. SO FAR AS HE KNOWS, THE AREA WAS NOT HOT AND ATC MADE NO REMARKS ABOUT HIS PRESENCE WITHIN THE AREA.
