Narrative:
Aircraft returned to gate with logbook page item 1 'engine 2 hp valve low pressure at idle.' customer service said the flight crew would be ineligible to continue in 30 mins. 2 mechanics did the mechanical lockout procedure per MEL 36-1107A. Myself and another mechanic did the logbook. Per the MEL, I pulled circuit breakers D12, D11, Z22 and Z23. My partner installed the 'inoperative' sticker in the cockpit and I finished the logbook entry. I handed the logbook into the crowded cockpit and we dispatched the aircraft to ZZZ1. Back in the office, neither my partner nor I could recall resetting the circuit breakers.

Title: AN A319 WAS DISPATCHED WITH THE #2 ENG HIGH PRESSURE BLEED VALVE INOP BUT MEL SPECIAL PROCS NOT ACCOMPLISHED.
Narrative: ACFT RETURNED TO GATE WITH LOGBOOK PAGE ITEM 1 'ENG 2 HP VALVE LOW PRESSURE AT IDLE.' CUSTOMER SVC SAID THE FLT CREW WOULD BE INELIGIBLE TO CONTINUE IN 30 MINS. 2 MECHS DID THE MECHANICAL LOCKOUT PROC PER MEL 36-1107A. MYSELF AND ANOTHER MECH DID THE LOGBOOK.
