Narrative:
Lear 24 en route from ZZZ to ZZZ1 climbing through 40500 ft for FL410. Heard a 'pop' and right engine instruments indicated flame-out (ie no egt, windmilling RPM, and reduced oil pressure). No other adverse indications of engine seizure or fire. Requested immediate descent to FL240 (for engine restart envelope). Some delay from the center due to traffic. I elected not to declare an emergency yet, as things seemed 'otherwise normal,' but did not want to delay descent as maintaining altitude would eventually not be possible. Cleared to FL290 with a delay at that altitude for approximately 3 mins. Controller asked why we wanted descent. I told him it was necessary for restarting engine. Received descent to FL240. Passing FL295 restarted engine. All indications normal. Climbed back to FL390 (after clearance received). Maintenance investigating cause of flame out. (FOD, stator area mismatch, fuel control?) callback conversation with reporter revealed the following information: the reporter stated the airplane has not been worked on but is awaiting a borescope of the stator vanes in the compressor. If found ok then the engine fuel control will be replaced. The reporter stated that the same engine flamed out 40 days ago.

Title: A LEAR 24 IN CLB AT FL405 HAD THE R ENG FLAME OUT. DSNDED TO FL290 FOR RELIGHT. ENG RELIGHTED AND RETURNED TO FL390 WITHOUT FURTHER PROBS.
Narrative: LEAR 24 ENRTE FROM ZZZ TO ZZZ1 CLBING THROUGH 40500 FT FOR FL410. HEARD A 'POP' AND R ENG INSTRUMENTS INDICATED FLAME-OUT (IE NO EGT, WINDMILLING RPM, AND REDUCED OIL PRESSURE).
