Narrative:
We were climbing through FL270 when first officer's forward windshield cracked and shattered. We advised ATC of the problem slowed and descended to a lower altitude. We also advised ATC that we would be returning to our departure airport and declaring an emergency. An overweight landing was made and we taxied to the gate without further incident.
