Narrative:
On climb out from ZZZ, in the vicinity of lanna intersection, leveling at approximately 14000 ft, discovered #1 throttle would not retard past approximately 85% N1 (throttle forward movement was normal). Appeared to be something jamming the throttle. (First officer was the PF.) all engine parameters were normal. Checked the QRH for procedure, but there was none. Attempted to evaluate and troubleshoot by turning off autothrottle, checking circuit breakers, and attempted to free the throttle -- all unsuccessful. Declared emergency, advising ATC of stuck throttle and requested continuing climb to prevent overspd. Leveled off at 17000 ft. Determined we could maintain approximately 300 KT minimum at this altitude, with #2 reduced. ZZZ return was not an option due to distance, WX (IMC on 1 engine), turbulence, and traffic flow (landing to the south). ZZZ1WAS requested initially. ATC said only runway 35 available (short runway). Requested vectors for ZZZ (long runways, VFR). Briefed 'a' flight attendant. Made PA advising of precautionary shutdown and diversion. Contacted ZZZ and told them to contact maintenance (no time for me to contact maintenance directly). Performed engine shutdown per QRH at XA45Z. Approaching ZZZ, I assumed control, and landed without further incident. Contacted maintenance at block-in.

Narrative: ON CLBOUT FROM ZZZ, IN THE VICINITY OF LANNA INTXN, LEVELING AT APPROX 14000 FT, DISCOVERED #1 THROTTLE WOULD NOT RETARD PAST APPROX 85% N1 (THROTTLE FORWARD MOVEMENT WAS NORMAL).
