Narrative:
While working the local west position, I was required to coordination with the cabin coordination position controller to cross runway 9L with aircraft that just landed runway 9R to get to their gate. I asked to cross runway 9L twice. The cabin coordinator said to cross. I observed another aircraft being worked by local east position that was waiting to cross runway 9L at taxiway east, start to move also northbound across runway 9L. I issued crossing instruction to 2 aircraft, 1 at taxiway west and 1 at taxiway T. The 'le' controller saw the aircraft he had crossed clear runway 9L and issued takeoff clearance to a B737 on runway 9L. The A320 I had crossed at taxiway T was just moving onto the runway. The coordination position controller saw this and alerted 'le' controller to cancel the B737 takeoff, which he did. The coordination position controller position is about 1 month old at phl with not all coordination position controllers very familiar with it. The coordination position controller who was ordered by the supervisor to open the position stated, 'I'm really not comfortable with this,' as did I. He was told to 'do it anyhow and I'll get someone to get you out when I can.' the coordination position controller was actually giving a runway crossing to the ground controller for runway 35. I heard and saw what I was expecting. The supervisor used poor judgement in opening the position on runway 9. The coordination position controller has no frequency and is therefore unable to directly communicate with the pilots.

Title: PHL LCL CTRL ISSUED RWY XING CLRNC AFTER MISINTERPING COORD FROM THE COORD POS CTLR. A TKOF CLRNC WAS CANCELED.
Narrative: WHILE WORKING THE LCL W POS, I WAS REQUIRED TO COORD WITH THE CABIN COORD POS CTLR TO CROSS RWY 9L WITH ACFT THAT JUST LANDED RWY 9R TO GET TO THEIR GATE. I ASKED TO CROSS RWY 9L TWICE. THE CABIN COORDINATOR SAID TO CROSS. I OBSERVED ANOTHER ACFT BEING WORKED BY LCL E POS THAT WAS WAITING TO CROSS RWY 9L AT TXWY E, START TO MOVE ALSO NBND ACROSS RWY 9L. I ISSUED XING INSTRUCTION TO 2 ACFT, 1 AT TXWY W AND 1 AT TXWY T. THE 'LE' CTLR SAW THE ACFT HE HAD CROSSED CLR RWY 9L AND ISSUED TKOF CLRNC TO A B737 ON RWY 9L. THE A320 I HAD CROSSED AT TXWY T WAS JUST MOVING ONTO THE RWY. THE COORD POS CTLR SAW THIS AND ALERTED 'LE' CTLR TO CANCEL THE B737 TKOF, WHICH HE DID. THE COORD POS CTLR WHO WAS ORDERED BY THE SUPVR TO OPEN THE POS STATED, 'I'M REALLY NOT COMFORTABLE WITH THIS,' AS DID I. HE WAS TOLD TO 'DO IT ANYHOW AND I'LL GET SOMEONE TO GET YOU OUT WHEN I CAN.' THE COORD POS CTLR WAS ACTUALLY GIVING A RWY XING TO THE GND CTLR FOR RWY 35. I HEARD AND SAW WHAT I WAS EXPECTING. THE SUPVR USED POOR JUDGEMENT IN OPENING THE POS ON RWY 9. THE COORD POS CTLR HAS NO FREQ AND IS THEREFORE UNABLE TO DIRECTLY COMMUNICATE WITH THE PLTS.
