Narrative:
After takeoff from cvg runway 27, when the flap selector was moved from 20 degrees to 8 degrees, we received a flaps fail caution message. The left and right flap outlines on the flight controls a synoptic page were both amber and both sides showed 20 degrees. We complied with the QRH and consulted with dispatch and maintenance about performing an overweight landing. Our landing weight would be 49500 pounds. Dispatch's landing distance required data showed plenty of extra runway available for a landing at that weight and maintenance advised that as long as the vertical speed at touchdown was less than 360 FPM then no write-up or inspection for the landing weight was required. An uneventful landing at cvg was performed with a touchdown rate of descent of 1000 FPM.

Title: FLT CREW OF CARJ EXPERIENCE FLAPS STUCK AT 20 DEGS AFTER TKOF FROM CVG.
Narrative: AFTER TKOF FROM CVG RWY 27, WHEN THE FLAP SELECTOR WAS MOVED FROM 20 DEGS TO 8 DEGS, WE RECEIVED A FLAPS FAIL CAUTION MESSAGE. THE L AND R FLAP OUTLINES ON THE FLT CTLS A SYNOPTIC PAGE WERE BOTH AMBER AND BOTH SIDES SHOWED 20 DEGS. WE COMPLIED WITH THE QRH AND CONSULTED WITH DISPATCH AND MAINT ABOUT PERFORMING AN OVERWT LNDG. OUR LNDG WT WOULD BE 49500 LBS. DISPATCH'S LNDG DISTANCE REQUIRED DATA SHOWED PLENTY OF EXTRA RWY AVAILABLE FOR A LNDG AT THAT WT AND MAINT ADVISED THAT AS LONG AS THE VERT SPD AT TOUCHDOWN WAS LESS THAN 360 FPM THEN NO WRITE-UP OR INSPECTION FOR THE LNDG WT WAS REQUIRED. AN UNEVENTFUL LNDG AT CVG WAS PERFORMED WITH A TOUCHDOWN RATE OF DSCNT OF 1000 FPM.
