Narrative:
I flew a CAT I ILS to runway 28R at cmh and departed the runway upon landing. The WX was 400 ft scattered; 1400 ft broken; 1900 ft overcast per the ATIS. Light rain was falling and winds were approximately 180 degrees at 8 KTS. The approach was stable until approximately 100-200 ft AGL. At that time I started drifting right of localizer and began having significant difficulty seeing out the windscreen due to rain. When I reacquired a clear view of the runway; I misinterped the right runway edge lights as centerline lights and aligned on the right edge of the runway for landing. This resulted in nose and right main tires touching down off the runway. No injuries and no significant damage to the aircraft occurred. Cause of this incident was not adequately reviewing airdrome lighting system at cmh; fatigue due to 12 hour duty day; and failure to execute a missed approach when runway visibility was obscured. Supplemental information from acn 646698: corrected back onto the runway surface and taxied back to the gate.
Original NASA ASRS Text
Title: FLT CREW OF MD88 LNDG IN RAIN AND TURB TOUCH DOWN WITH R MAIN AND NOSE GEAR OFF OF RWY. RECOVER CTL AND RETURN TO RWY.
Narrative: I FLEW A CAT I ILS TO RWY 28R AT CMH AND DEPARTED THE RWY UPON LNDG. THE WX WAS 400 FT SCATTERED; 1400 FT BROKEN; 1900 FT OVCST PER THE ATIS. LIGHT RAIN WAS FALLING AND WINDS WERE APPROX 180 DEGS AT 8 KTS. THE APCH WAS STABLE UNTIL APPROX 100-200 FT AGL. AT THAT TIME I STARTED DRIFTING R OF LOC AND BEGAN HAVING SIGNIFICANT DIFFICULTY SEEING OUT THE WINDSCREEN DUE TO RAIN. WHEN I REACQUIRED A CLR VIEW OF THE RWY; I MISINTERPED THE R RWY EDGE LIGHTS AS CTRLINE LIGHTS AND ALIGNED ON THE R EDGE OF THE RWY FOR LNDG. THIS RESULTED IN NOSE AND R MAIN TIRES TOUCHING DOWN OFF THE RWY. NO INJURIES AND NO SIGNIFICANT DAMAGE TO THE ACFT OCCURRED. CAUSE OF THIS INCIDENT WAS NOT ADEQUATELY REVIEWING AIRDROME LIGHTING SYS AT CMH; FATIGUE DUE TO 12 HR DUTY DAY; AND FAILURE TO EXECUTE A MISSED APCH WHEN RWY VISIBILITY WAS OBSCURED. SUPPLEMENTAL INFO FROM ACN 646698: CORRECTED BACK ONTO THE RWY SURFACE AND TAXIED BACK TO THE GATE.
