Narrative:

After deicing aircraft; we were cleared to taxi to runway 32 via taxiway a. All surfaces covered in light snow and patches of ice under the snow cover. Fair to poor braking conditions at this time. We were on time; with no reason to rush. It is my opinion that the captain was taxiing too fast for the conditions. I said 'slow down' more than once. At one point he put the engines in reverse; which is an approved way to operate this aircraft; except not usually a good idea in this situation; blowing snow around the aircraft. When we arrived at the end of the taxiway where it makes a 90 degree turn to the runway; I again said 'slow down.' at that point; the captain attempted to slow the aircraft to make the turn; but aircraft went straight and off the taxiway. The aircraft nose gear and right main tire sunk in the mud; resulting in minor damage. The only damage was the right main gear; gear door was bent. Poor judgement in managing aircraft speed and not taking into account the first officer's concerns are the main factors that led to this mishap. The captain has assured me he will slow down; and take advantage of the resources available to him. I will not now allow someone with an intimidating type of personality to ignore or not respond to my future concerns.

Title: CL601 SLIDES OFF PAVED AREA DURING TAXI ON SNOW AND ICE COVERED TXWYS. REPEATED REMONSTRATIONS FROM FO TO CAPT TO REDUCE SPD WERE TO NO AVAIL.

Narrative: AFTER DEICING ACFT; WE WERE CLRED TO TAXI TO RWY 32 VIA TXWY A. ALL SURFACES COVERED IN LIGHT SNOW AND PATCHES OF ICE UNDER THE SNOW COVER. FAIR TO POOR BRAKING CONDITIONS AT THIS TIME. WE WERE ON TIME; WITH NO REASON TO RUSH. IT IS MY OPINION THAT THE CAPT WAS TAXIING TOO FAST FOR THE CONDITIONS. I SAID 'SLOW DOWN' MORE THAN ONCE. AT ONE POINT HE PUT THE ENGS IN REVERSE; WHICH IS AN APPROVED WAY TO OPERATE THIS ACFT; EXCEPT NOT USUALLY A GOOD IDEA IN THIS SIT; BLOWING SNOW AROUND THE ACFT. WHEN WE ARRIVED AT THE END OF THE TXWY WHERE IT MAKES A 90 DEG TURN TO THE RWY; I AGAIN SAID 'SLOW DOWN.' AT THAT POINT; THE CAPT ATTEMPTED TO SLOW THE ACFT TO MAKE THE TURN; BUT ACFT WENT STRAIGHT AND OFF THE TXWY. THE ACFT NOSE GEAR AND R MAIN TIRE SUNK IN THE MUD; RESULTING IN MINOR DAMAGE. THE ONLY DAMAGE WAS THE R MAIN GEAR; GEAR DOOR WAS BENT. POOR JUDGEMENT IN MANAGING ACFT SPD AND NOT TAKING INTO ACCOUNT THE FO'S CONCERNS ARE THE MAIN FACTORS THAT LED TO THIS MISHAP. THE CAPT HAS ASSURED ME HE WILL SLOW DOWN; AND TAKE ADVANTAGE OF THE RESOURCES AVAILABLE TO HIM. I WILL NOT NOW ALLOW SOMEONE WITH AN INTIMIDATING TYPE OF PERSONALITY TO IGNORE OR NOT RESPOND TO MY FUTURE CONCERNS.
