Narrative:
We were executing the special noise abatement profile for sna and had a TA at about 1000 ft AGL then it became an RA with 'monitor vertical speed.' it then went to 'descend; descend now.' the target was directly above us but we were unable to see due to the clouds. I believe the target must have been about 2000 ft and we came within 200 ft of a mid-air collision. The tower controller switched us to departure and at that time I told her that we had a TCASII RA and we came within 200 ft of the target. She stated that she was showing no traffic at all. I said we were executing our procedures in disbelief and switched to socal departure. At this time the RA had ended and when we checked in with departure; I told him we had a TCASII TA and came within 200 ft of a target that was now at our 1 O'clock position and below us about 600 ft; and he stated that he had that traffic and it was sebound and then proceeded to point out other traffic that we eventually saw and reported so he could climb us. I feel that this is by far the most dangerous normal procedure that we have. We came within 200 ft of killing 192 people so the community of orange county can have door step service without the noise. The means do not justify the end in this case. I'm sure this is not the first kind of report like this out of sna and unless the people who are employed to ensure the safe travel of us all make some significant changes; there won't be anybody to submit a report next time.

Title: B757 FLT CREW DEP FROM SNA EXPERIENCED TCASII RA WITH OVERFLT ACFT WITH NO PRIOR ATC ADVISORY.
Narrative: WE WERE EXECUTING THE SPECIAL NOISE ABATEMENT PROFILE FOR SNA AND HAD A TA AT ABOUT 1000 FT AGL THEN IT BECAME AN RA WITH 'MONITOR VERT SPD.' IT THEN WENT TO 'DSND; DSND NOW.' THE MEANS DO NOT JUSTIFY THE END IN THIS CASE. I'M SURE THIS IS NOT THE FIRST KIND OF RPT LIKE THIS OUT OF SNA AND UNLESS THE PEOPLE WHO ARE EMPLOYED TO ENSURE THE SAFE TRAVEL OF US ALL MAKE SOME SIGNIFICANT CHANGES; THERE WON'T BE ANYBODY TO SUBMIT A RPT NEXT TIME.
