Narrative:
On date of occurrence; I replaced ADC1 on aircraft (tail); due to a pilot discrepancy of an altimeter split between the pilot's and first officer's altimeters; in accordance with crj maintenance manual 341301 consisting of a bite check and pitot/static leak test; both of which were satisfactory. Upon review of gpm 15-24 P3 F procedures 1.G0(1) concerning rvsm operations; a functional check should have been performed; or an MEL placing the aircraft rvsm non compliant. Supplemental information from acn 647483: on date of occurrence aircraft (tail) required the #2 air data computer to be changed. A leak check of the aircraft pitot static system is usually required when performing such a change. The crj maintenance manual says that a leak check is required if required by the regulatory country. The equipment necessary to do the job was not available in (city); so no leak check was performed. The director of quality control said a leak check was not necessary due to the fact that 'quick disconnects' attach the air data computer to the aircraft pitot static system. Far 91.411 states that a leak check is required whenever the pitot static system is opened.

Title: A CRJ700 WAS DISPATCHED AFTER #1 ADC WAS REPLACED WITH NO FUNCTIONAL CHK ACCOMPLISHED. ACFT NOT REMOVED FROM RVSM STATUS.
Narrative: ON DATE OF OCCURRENCE; I REPLACED ADC1 ON ACFT (TAIL); DUE TO A PLT DISCREPANCY OF AN ALTIMETER SPLIT BTWN THE PLT'S AND FO'S ALTIMETERS; IN ACCORDANCE WITH CRJ MAINT MANUAL 341301 CONSISTING OF A BITE CHK AND PITOT/STATIC LEAK TEST; BOTH OF WHICH WERE SATISFACTORY.
