Narrative:
Pdk tower was using runway 34 for most light aircraft and runway 2R for jets because wind was reported as 330 degrees at 15 KTS gusting to 20 KTS. My aircraft was cleared to land on runway 34. Pdk tower cleared a G4 to taxi into position and hold on runway 2R. A few seconds later; local controller cleared G4 for takeoff. Just as I started to query controller; he realized his mistake and told G4 to stop his takeoff roll. If G4 had not heard or obeyed order to stop; it would have created a dangerous situation for both of us. I already had to make 1 go around because of controller's failure to space aircraft on intersecting runways. The use of pdk tower as a training facility is a gross error in judgement on the part of the FAA. Trainees cannot cope with the extremely high volume of traffic at pdk (one of the 10 busiest GA airports in the country and second only to hartsfield in georgia). We need full performance controllers; not trainees; who often use non standard phraseology and/or difficult to understand directions.

Narrative: PDK TWR WAS USING RWY 34 FOR MOST LIGHT ACFT AND RWY 2R FOR JETS BECAUSE WIND WAS RPTED AS 330 DEGS AT 15 KTS GUSTING TO 20 KTS. MY ACFT WAS CLRED TO LAND ON RWY 34. PDK TWR CLRED A G4 TO TAXI INTO POS AND HOLD ON RWY 2R. A FEW SECONDS LATER; LCL CTLR CLRED G4 FOR TKOF. JUST AS I STARTED TO QUERY CTLR; HE REALIZED HIS MISTAKE AND TOLD G4 TO STOP HIS TKOF ROLL. IF G4 HAD NOT HEARD OR OBEYED ORDER TO STOP; IT WOULD HAVE CREATED A DANGEROUS SIT FOR BOTH OF US. I ALREADY HAD TO MAKE 1 GAR BECAUSE OF CTLR'S FAILURE TO SPACE ACFT ON INTERSECTING RWYS. THE USE OF PDK TWR AS A TRAINING FACILITY IS A GROSS ERROR IN JUDGEMENT ON THE PART OF THE FAA. TRAINEES CANNOT COPE WITH THE EXTREMELY HIGH VOLUME OF TFC AT PDK (ONE OF THE 10 BUSIEST GA ARPTS IN THE COUNTRY AND SECOND ONLY TO HARTSFIELD IN GEORGIA). WE NEED FULL PERFORMANCE CTLRS; NOT TRAINEES; WHO OFTEN USE NON STANDARD PHRASEOLOGY AND/OR DIFFICULT TO UNDERSTAND DIRECTIONS.
