Narrative:
Lnk has a problem with aircraft landing taxiway a. There have been changes with our procedures to avoid this problem. So far; nothing works. The PA28 was cleared to land runway 35 and told not to land on parallel taxiway a. This was read back by the pilot and he still landed taxiway a. To avoid this; our parallel runways have been changed from runway 35L/right to runway 36 and runway 35. Changing runway names did not work. We include in our ATIS 'do not mistake parallel taxiway a for runway 35' and upon each landing aircraft; we add this phraseology in the landing clearance. This still didn't work. Now we have odels up and running for runway 35 and after today; this isn't helping either. Lincoln has parallel runways. The trouble is taxiway a along runway 35 is wide and is confused as the parallels even with a huge yellow 'a' on it. The solution is so simple; but who am I to say. This never happens landing runway 17 because the taxiway is thinner than the runway and looks like a taxiway. I'm just thankful no one was taxiing out on taxiway a to the runway. Supplemental information from acn 647556: while on final for landing runway 35 at approximately 50 ft AGL; I glanced inside the cockpit to confirm my before landing check. I noticed that my left landing gear down light was not illuminated. Prior to final; all 3 had been illuminated. When I looked back up; I saw the runway (35) and landed. The moment I landed; I knew that I had landed on the parallel taxiway. The taxiway was clear; but a military jet was getting ready to taxi onto it. The winds were 280 degrees at 15 KTS. I had just picked up the aircraft from maintenance where it had been for 3 months. The landing gear did not collapse and the light came on. I taxied to the hangar. I believe the factor of fixation on my part. I should have immediately done a go around. I did not notice that the wind had blown me over the taxiway.
