Narrative:

On the morning of feb/sun/05; aircraft was flown from ZZZ to ZZZ1. No problem. Preflight; all controls were checked and free. During taxi all flight controls checked free. During takeoff when I called V1 pilot flying noticed a restriction in elevator and called for an abort. The aircraft was stopped safely. We cleared the runway and advised tower of abort. On taxi back; we could hear a noise below the captain's seat. We had a licensed mechanic inspect aircraft. He found and repaired the problem. We test flew the aircraft. Return flight ZZZ1-ZZZ. Callback conversation with reporter revealed the following information: the reporter in the left seat was checking out the captain in the right seat and called out V1 speed. After a few seconds; the pilot flying in the right seat said the elevator travel was restricted and to abort takeoff. The rejected takeoff was done safely and the runway cleared. The reporter stated that had this incident occurred on the first flight of the day it would have been a serious problem as the runway was short. The findings on the elevator restriction was a floor panel under the left seat that was unsecured and dropped into the hole; jamming the elevator bob weight. The screws that were to secure the panel were never installed.

Title: A HAWKER 125-800 ON TKOF AT V1 SPD; REJECTED TKOF DUE TO AN ELEVATOR RESTRICTION THAT WAS CAUSED BY AN UNSECURED UNDER-SEAT FLOOR PANEL.

THE RPTR STATED THAT HAD THIS INCIDENT OCCURRED ON THE FIRST FLT OF THE DAY IT WOULD HAVE BEEN A SERIOUS PROB AS THE RWY WAS SHORT. THE FINDINGS ON THE ELEVATOR RESTRICTION WAS A FLOOR PANEL UNDER THE L SEAT THAT WAS UNSECURED AND DROPPED INTO THE HOLE; JAMMING THE ELEVATOR BOB WEIGHT. THE SCREWS THAT WERE TO SECURE THE PANEL WERE NEVER INSTALLED.
