Narrative:

I am a B757 maintenance coordinator with air carrier X in ZZZ. On feb/fri/05 at approximately XA00; I was contacted via ACARS and told that they had discovered a missing static wick on the right wingtip. MEL 23-61-01B states that this is not an item which may be flight crew placarded. That is to say that maintenance must be contacted to defer the item and sign the logbook. Mistakenly; I advised the crew to flight crew placard the item per MEL 23-61-01B and I obtained dispatcher approval to do so. (I should have contacted contract maintenance in ZZZ1 for this item.) as this was happening; other phone calls and ACARS messages were being handled by this desk and I did not respond to the crew with a control number for a flight crew placard as the procedure calls for due to the other distrs. Consequently; the flight departed ZZZ1 with an open log item for the missing static wick. Upon arrival ZZZ; the wick was restr and then later replaced by maintenance in ZZZ2 during layover. I feel that an increased workload may have contributed to my oversight regarding this MEL.

Title: A B757-200 WAS DISPATCHED FROM A NON MAINT STATION WITH AN OPEN LOG ITEM ON A MISSING STATIC WICK.

Narrative: I AM A B757 MAINT COORDINATOR WITH ACR X IN ZZZ. ON FEB/FRI/05 AT APPROX XA00; I WAS CONTACTED VIA ACARS AND TOLD THAT THEY HAD DISCOVERED A MISSING STATIC WICK ON THE R WINGTIP. MEL 23-61-01B STATES THAT THIS IS NOT AN ITEM WHICH MAY BE FLT CREW PLACARDED. THAT IS TO SAY THAT MAINT MUST BE CONTACTED TO DEFER THE ITEM AND SIGN THE LOGBOOK. MISTAKENLY; I ADVISED THE CREW TO FLT CREW PLACARD THE ITEM PER MEL 23-61-01B AND I OBTAINED DISPATCHER APPROVAL TO DO SO. (I SHOULD HAVE CONTACTED CONTRACT MAINT IN ZZZ1 FOR THIS ITEM.) AS THIS WAS HAPPENING; OTHER PHONE CALLS AND ACARS MESSAGES WERE BEING HANDLED BY THIS DESK AND I DID NOT RESPOND TO THE CREW WITH A CTL NUMBER FOR A FLT CREW PLACARD AS THE PROC CALLS FOR DUE TO THE OTHER DISTRS. CONSEQUENTLY; THE FLT DEPARTED ZZZ1 WITH AN OPEN LOG ITEM FOR THE MISSING STATIC WICK. UPON ARR ZZZ; THE WICK WAS RESTR AND THEN LATER REPLACED BY MAINT IN ZZZ2 DURING LAYOVER. I FEEL THAT AN INCREASED WORKLOAD MAY HAVE CONTRIBUTED TO MY OVERSIGHT REGARDING THIS MEL.
