Narrative:
Air carrier X was assigned FL210 and descended through an overflt (air carrier Y) at FL220. Lateral separation was not achieved; although vectors and descent were given. The major contributing factors were a heavy workload and a high cak inbound received at FL240 needed to be at 9000 ft in 20 mi. He needed to be woven through numerous traffic and coordination with 4 sectors.
