Narrative:
Flight originally scheduled to lga. Lga went below minimums. We decided to divert to jfk. While on vectors to runway 31R at jfk; WX went below minimums. Jfk switched to runway 4R. On final to runway 4R; jfk closed to all traffic. ATC asked our intentions. We responded that we needed to divert to ewr; which was still open; and declared minimum fuel (we had 8300 pounds). Approach control gave us a vector for ewr and told us he was declaring us a 'fuel emergency.' we responded that we were only stating 'minimum fuel' and he said 'trust me; looking at the traffic in the area; you need to be an emergency.' we continued on to ewr and landed without further problems. On arrival; we informed ground control that we did not need the emergency equipment and taxied to the gate; arriving with 6300 pounds. I trust that the controller was correct in declaring the emergency. We could not see the traffic we would have been behind without the expedited handling.

Title: A B757-200 CREW DECLARED 'MINIMUM FUEL.' TRACON CHANGED TO 'FUEL EMER' AFTER ALL NEW YORK AREA ARPTS EXCEPT EWR CLOSED.
Narrative: FLT ORIGINALLY SCHEDULED TO LGA. LGA WENT BELOW MINIMUMS. WE DECIDED TO DIVERT TO JFK. WHILE ON VECTORS TO RWY 31R AT JFK; WX WENT BELOW MINIMUMS. JFK SWITCHED TO RWY 4R. ON FINAL TO RWY 4R; JFK CLOSED TO ALL TFC. ATC ASKED OUR INTENTIONS. WE RESPONDED THAT WE NEEDED TO DIVERT TO EWR; WHICH WAS STILL OPEN; AND DECLARED MINIMUM FUEL (WE HAD 8300 LBS). APCH CTL GAVE US A VECTOR FOR EWR AND TOLD US HE WAS DECLARING US A 'FUEL EMER.' WE RESPONDED THAT WE WERE ONLY STATING 'MINIMUM FUEL' AND HE SAID 'TRUST ME; LOOKING AT THE TFC IN THE AREA; YOU NEED TO BE AN EMER.' WE CONTINUED ON TO EWR AND LANDED WITHOUT FURTHER PROBS. ON ARR; WE INFORMED GND CTL THAT WE DID NOT NEED THE EMER EQUIP AND TAXIED TO THE GATE; ARRIVING WITH 6300 LBS. I TRUST THAT THE CTLR WAS CORRECT IN DECLARING THE EMER. WE COULD NOT SEE THE TFC WE WOULD HAVE BEEN BEHIND WITHOUT THE EXPEDITED HANDLING.
