Narrative:
Numerous times I have been unable to raise ground control from several positions on the airport in 3 or 4 different aircraft. On one occasion; I had to change positions six times before I could raise the tower. The tower is keenly aware of the situation as they have had the problem for over a year. The tower switches radios at times and at times it helps. This is a safety issue; not to mention quite irritating. I believe some new equipment (radios) would cure the problem as well as the positions of the antennas. Callback conversation with reporter revealed the following information: reporter reinforced his comments regarding the consistent and repeated inability to communication on the ground. Although his aeronca chief is equipped only with a battery powered; hand held radio; he assured the analyst that this problem is common among even more conventionally equipped aircraft.

Title: PLT OF CH7A RPTS THAT HE IS UNABLE TO RECEIVE GND CTL XMISSIONS FROM MANY LOCATIONS AT PRC.
Narrative: NUMEROUS TIMES I HAVE BEEN UNABLE TO RAISE GND CTL FROM SEVERAL POSITIONS ON THE ARPT IN 3 OR 4 DIFFERENT ACFT. ON ONE OCCASION; I HAD TO CHANGE POSITIONS SIX TIMES BEFORE I COULD RAISE THE TWR. THE TWR IS KEENLY AWARE OF THE SIT AS THEY HAVE HAD THE PROB FOR OVER A YEAR. THE TWR SWITCHES RADIOS AT TIMES AND AT TIMES IT HELPS. THIS IS A SAFETY ISSUE; NOT TO MENTION QUITE IRRITATING. I BELIEVE SOME NEW EQUIP (RADIOS) WOULD CURE THE PROB AS WELL AS THE POSITIONS OF THE ANTENNAS.
