Narrative:
Aircraft was dispatched with both an engine thrust reverser inoperative; and 1 main wheel anti-skid inoperative (ie; wheel brake inoperative). Already had obtained both flight release and new maintenance release. Shortly prior to pushback; captain had flight manual reviewed for dispatch with 1 or 2 brakes inoperative procedures. Discovered illegal dispatch due flight manual limitation on prohibition of both items cannot be inoperative on same flight. Called both lead mechanic and maintenance controller; both concurred. I feel this is a gross oversight both on those who originated the MEL text and the FAA for having approved the MEL without reference/xref of inoperative brake and inoperative thrust reverser. Flight was further delayed until necessary parts obtained to effect repairs.

Title: A B777-200 WAS BEING PUSHED BACK WHEN THE CAPT DISCOVERED 1 THRUST REVERSER AND 1 BRAKE WERE BEING DEFERRED AS INOP. MEL DOES NOT PERMIT THIS COMBINATION.
Narrative: ACFT WAS DISPATCHED WITH BOTH AN ENG THRUST REVERSER INOP; AND 1 MAIN WHEEL ANTI-SKID INOP (IE; WHEEL BRAKE INOP). ALREADY HAD OBTAINED BOTH FLT RELEASE AND NEW MAINT RELEASE. SHORTLY PRIOR TO PUSHBACK; CAPT HAD FLT MANUAL REVIEWED FOR DISPATCH WITH 1 OR 2 BRAKES INOP PROCS. DISCOVERED ILLEGAL DISPATCH DUE FLT MANUAL LIMITATION ON PROHIBITION OF BOTH ITEMS CANNOT BE INOP ON SAME FLT. CALLED BOTH LEAD MECH AND MAINT CTLR; BOTH CONCURRED.
