Narrative:

Aircraft arrived as a through flight. Did walk around and found oil dripping from bottom of #1 engine. Bottom left hand of cowl was soaked with oil blowing back inside reverser cowl and out of the back. After engine run found oil leaking from 'B' nut at oil pressure switch under fan cowl 24 drops per minute. Found 'B' nut barely on. This aircraft just came out of a heavy check from contract facility in ZZZ. Per air carrier X policy; amt's need not to walk around aircraft on receive and dispatch trips; unless a check is assigned. Despite this; I walk around all aircraft. This is a safety issue. Mechanics are afraid to do walk arounds due to management retaliation. This 'B' nut I found loose is where you remove a line and connect a tester for the switch. This is done at heavy checks.

Title: A B737-300 ARRIVED WITH THE L ENG LEAKING OIL. FOUND 'B' NUT AT TEST PORT ON ENG FINGER TIGHT. ACFT JUST RELEASED FROM CONTRACT MAINT FACILITY.

Narrative: ACFT ARRIVED AS A THROUGH FLT. DID WALK AROUND AND FOUND OIL DRIPPING FROM BOTTOM OF #1 ENG. PER ACR X POLICY; AMT'S NEED NOT TO WALK AROUND ACFT ON RECEIVE AND DISPATCH TRIPS; UNLESS A CHK IS ASSIGNED. DESPITE THIS; I WALK AROUND ALL ACFT. THIS IS A SAFETY ISSUE. MECHANICS ARE AFRAID TO DO WALK AROUNDS DUE TO MGMNT RETALIATION. THIS 'B' NUT I FOUND LOOSE IS WHERE YOU REMOVE A LINE AND CONNECT A TESTER FOR THE SWITCH. THIS IS DONE AT HEAVY CHKS.
