Narrative:
B767 crew rest seat is a joke for a pilot to get any rest. Passenger behind use crew rest seat as a handle to get up and down; leave lights on; talk loudly. Flight attendants slam around in the galley and run carts into the crew rest seat; laughing and talking only 5 ft from where serious rest should be taking place. The flight attendant crew rest seats are enclosed by a curtain with a bulkhead between them and the first row of passenger. They even lay out almost flat. I have even had a passenger spill an alcoholic beverage in my lap. The pilots are expected to lay there; right in the middle of a meal service and get rest. As is often the case; I got no rest at all on my break; arriving at the destination to fly the airplane; shoot an approach in a 20 KT crosswind in the dark; barely able to keep my eyes open.

Title: A B767-300ER CAPT COMPLAINS ABOUT FATIGUE CAUSED BY INTL FLT PLT'S CREW REST SEAT LOCATION IN AREA SUBJECT TO DISRUPTIONS.
Narrative: B767 CREW REST SEAT IS A JOKE FOR A PLT TO GET ANY REST. PAX BEHIND USE CREW REST SEAT AS A HANDLE TO GET UP AND DOWN; LEAVE LIGHTS ON; TALK LOUDLY. FLT ATTENDANTS SLAM AROUND IN THE GALLEY AND RUN CARTS INTO THE CREW REST SEAT; LAUGHING AND TALKING ONLY 5 FT FROM WHERE SERIOUS REST SHOULD BE TAKING PLACE. THE FLT ATTENDANT CREW REST SEATS ARE ENCLOSED BY A CURTAIN WITH A BULKHEAD BTWN THEM AND THE FIRST ROW OF PAX. THEY EVEN LAY OUT ALMOST FLAT. I HAVE EVEN HAD A PAX SPILL AN ALCOHOLIC BEVERAGE IN MY LAP. THE PLTS ARE EXPECTED TO LAY THERE; RIGHT IN THE MIDDLE OF A MEAL SVC AND GET REST. AS IS OFTEN THE CASE; I GOT NO REST AT ALL ON MY BREAK; ARRIVING AT THE DEST TO FLY THE AIRPLANE; SHOOT AN APCH IN A 20 KT XWIND IN THE DARK; BARELY ABLE TO KEEP MY EYES OPEN.
