Narrative:

On departure from ZZZ; the inboard anti-skid inoperative light flickered throughout takeoff. Once in ZZZ1; I informed maintenance. They came and inspected the system and placed the system under MEL. As I was trying to get all the information to operate under this MEL; I was unable to because the performance chart for anti-skid inoperative was not to be found in the performance manual of the aircraft. I called dispatch so that I could get all the pertinent information to operate under the provisions of this MEL. The dispatcher told me he had the performance numbers and that it should be on the plane. I then called the dispatcher by phone so that he could get the information to me. Also; I advised him that the MEL refers to the afm for procedures for operating without antiskid; and the associated speed brake MEL'ed. Eventually; the information was faxed over to cargo; but some of the information from the afm was not included. When I called dispatch to get the information; there was a lack of communication on what I needed according to the MEL; and the dispatcher became hostile about why I was bothering him for this information. Because of weight restrs to certain airports; I was being rerted; so I decided to go to remote dispatch and look up the information myself. I was only trying to operate under the provisions of the MEL. Unfortunately; remote dispatch did not contain the afm in the library there. I then had to go to dispatch to review the afm. I did not want to go to dispatch as that I did not want to deal with that dispatcher. When I got there he informed me that I could not take the book. I did not intend to; just look up the information. Eventually; I found the information. I made a copy and showed it to him. While operating under the MEL; with a major system that affects many aspects of the operation of the aircraft; it seems that it is prudent to follow all provisions of the MEL and to have all the information that affects the safety of the flight. I think that all the manuals should be readily available to the pilots so that it can be reviewed by them and not rely solely on dispatch for this information.

Title: A B737-200 CAPT RPTS UNABLE TO FIND PERFORMANCE DATA ON ACFT WITH ANTISKID INOP. FOUND LATER IN ACFT FLT MANUAL IN DISPATCH OFFICE.

AS I WAS TRYING TO GET ALL THE INFO TO OPERATE UNDER THIS MEL; I WAS UNABLE TO BECAUSE THE PERFORMANCE CHART FOR ANTI-SKID INOP WAS NOT TO BE FOUND IN THE PERFORMANCE MANUAL OF THE ACFT. I CALLED DISPATCH SO THAT I COULD GET ALL THE PERTINENT INFO TO OPERATE UNDER THE PROVISIONS OF THIS MEL. THE DISPATCHER TOLD ME HE HAD THE PERFORMANCE NUMBERS AND THAT IT SHOULD BE ON THE PLANE. I THEN CALLED THE DISPATCHER BY PHONE SO THAT HE COULD GET THE INFO TO ME. ALSO; I ADVISED HIM THAT THE MEL REFERS TO THE AFM FOR PROCS FOR OPERATING WITHOUT ANTISKID; AND THE ASSOCIATED SPD BRAKE MEL'ED. EVENTUALLY; THE INFO WAS FAXED OVER TO CARGO; BUT SOME OF THE INFO FROM THE AFM WAS NOT INCLUDED. WHEN I CALLED DISPATCH TO GET THE INFO; THERE WAS A LACK OF COM ON WHAT I NEEDED ACCORDING TO THE MEL; AND THE DISPATCHER BECAME HOSTILE ABOUT WHY I WAS BOTHERING HIM FOR THIS INFO. BECAUSE OF WT RESTRS TO CERTAIN ARPTS; I WAS BEING RERTED; SO I DECIDED TO GO TO REMOTE DISPATCH AND LOOK UP THE INFO MYSELF. I WAS ONLY TRYING TO OPERATE UNDER THE PROVISIONS OF THE MEL. UNFORTUNATELY; REMOTE DISPATCH DID NOT CONTAIN THE AFM IN THE LIBRARY THERE. I THEN HAD TO GO TO DISPATCH TO REVIEW THE AFM. I DID NOT WANT TO GO TO DISPATCH AS THAT I DID NOT WANT TO DEAL WITH THAT DISPATCHER. WHEN I GOT THERE HE INFORMED ME THAT I COULD NOT TAKE THE BOOK. I DID NOT INTEND TO; JUST LOOK UP THE INFO. EVENTUALLY; I FOUND THE INFO. I MADE A COPY AND SHOWED IT TO HIM. WHILE OPERATING UNDER THE MEL; WITH A MAJOR SYS THAT AFFECTS MANY ASPECTS OF THE OP OF THE ACFT; IT SEEMS THAT IT IS PRUDENT TO FOLLOW ALL PROVISIONS OF THE MEL AND TO HAVE ALL THE INFO THAT AFFECTS THE SAFETY OF THE FLT. I THINK THAT ALL THE MANUALS SHOULD BE READILY AVAILABLE TO THE PLTS SO THAT IT CAN BE REVIEWED BY THEM AND NOT RELY SOLELY ON DISPATCH FOR THIS INFO.
