Narrative:

There was a lot of WX from omn and to the west. The departures from orl approach were single stream over worms. However; the departures kept deviating further east which created a head-on situation with inbounds into orl approach. I was awaiting word from my supervisor and flow control to come up with a plan. The inbounds are descended to 12000 ft and switched to approach. The departures are climbing to 14000 ft. Onco approach never coordinated that the departures were being cleared to deviate to the east. I took a handoff from mco approach; thinking it was climbing to 14000 ft as per LOA. When the aircraft checked in; he was in fact at 12000 ft; head-on with an inbound at 12000 ft that I had already switched to mco approach. I turned the departure 30 degrees right and climbed aircraft to 17000 ft. Traffic passed 2-3 mi laterally. My d-side called mco to find out what they were doing. The controller at mco said he tried to coordination but we never heard him. I had a supervisor monitoring my frequency because military were active and their aircraft were having problems with the only route I had around it due to the WX. Conflict alert never went off. I was very shaken up because the departure should have been at 14000 ft; not 12000 ft. Also; I was distraction for the fact that an area manager was behind me yelling at my d-side. Very disturbing for me.

Title: ZJX CTLR EXPERIENCED OPERROR AT 12000 FT DURING ACFT WX DEV OPS.

Narrative: THERE WAS A LOT OF WX FROM OMN AND TO THE W. THE DEPS FROM ORL APCH WERE SINGLE STREAM OVER WORMS. HOWEVER; THE DEPS KEPT DEVIATING FURTHER E WHICH CREATED A HEAD-ON SITUATION WITH INBOUNDS INTO ORL APCH. I WAS AWAITING WORD FROM MY SUPVR AND FLOW CTL TO COME UP WITH A PLAN. THE INBOUNDS ARE DSNDED TO 12000 FT AND SWITCHED TO APCH. THE DEPS ARE CLBING TO 14000 FT. ONCO APCH NEVER COORDINATED THAT THE DEPS WERE BEING CLRED TO DEVIATE TO THE E. I TOOK A HDOF FROM MCO APCH; THINKING IT WAS CLBING TO 14000 FT AS PER LOA. WHEN THE ACFT CHKED IN; HE WAS IN FACT AT 12000 FT; HEAD-ON WITH AN INBOUND AT 12000 FT THAT I HAD ALREADY SWITCHED TO MCO APCH. I TURNED THE DEP 30 DEGS R AND CLBED ACFT TO 17000 FT. TFC PASSED 2-3 MI LATERALLY. MY D-SIDE CALLED MCO TO FIND OUT WHAT THEY WERE DOING. THE CTLR AT MCO SAID HE TRIED TO COORD BUT WE NEVER HEARD HIM. I HAD A SUPVR MONITORING MY FREQ BECAUSE MIL WERE ACTIVE AND THEIR ACFT WERE HAVING PROBS WITH THE ONLY RTE I HAD AROUND IT DUE TO THE WX. CONFLICT ALERT NEVER WENT OFF. I WAS VERY SHAKEN UP BECAUSE THE DEP SHOULD HAVE BEEN AT 14000 FT; NOT 12000 FT. ALSO; I WAS DISTR FOR THE FACT THAT AN AREA MGR WAS BEHIND ME YELLING AT MY D-SIDE. VERY DISTURBING FOR ME.
