Narrative:
After clearing from a runway 4 landing; turn off at taxiway U; then proceeding southbound on taxiway right; told to expedite across runway 13/31 at taxiway right. The lip or dividing surface between taxiway right and runway 13/31 (primarily on the north side) is extremely rough/large and is very hard on the landing gear; even with the stated 10 KT speed limit on it. When crossing the runway; you have to go less than 5 KTS as it is very rough; and needs to be smoothed over. Thank you.
