Narrative:
Aircraft X taxied into position and hold on runway 24L. Socal TRACON stopped departures for an smo departure; noise abatement procedure. Aircraft X sat on the runway for 15 mins while we waited for sct to release the departures at lax. The noise abatement procedures at smo airport have the smo departures initially fly towards the departure path of lax. This causes excessive delays for lax departures; sometimes the aircraft hold in position. Also; lax arrs are not protected from smo departures if they go around. Smo departure should fly a heading of 270 degrees after departure instead of the 210 degree heading they fly now. This happens multiple times daily.

Title: LAX TWR CTLR EXPRESSED FRUSTRATION REGARDING SMO RELEASE PROCS AND THE IMPACT ON LAX DEPS.
Narrative: ACFT X TAXIED INTO POS AND HOLD ON RWY 24L. SOCAL TRACON STOPPED DEPS FOR AN SMO DEP; NOISE ABATEMENT PROC. ACFT X SAT ON THE RWY FOR 15 MINS WHILE WE WAITED FOR SCT TO RELEASE THE DEPS AT LAX. THE NOISE ABATEMENT PROCS AT SMO ARPT HAVE THE SMO DEPS INITIALLY FLY TOWARDS THE DEP PATH OF LAX. THIS CAUSES EXCESSIVE DELAYS FOR LAX DEPS; SOMETIMES THE ACFT HOLD IN POS. ALSO; LAX ARRS ARE NOT PROTECTED FROM SMO DEPS IF THEY GO AROUND. SMO DEP SHOULD FLY A HDG OF 270 DEGS AFTER DEP INSTEAD OF THE 210 DEG HDG THEY FLY NOW. THIS HAPPENS MULTIPLE TIMES DAILY.
