Narrative:
2 vortex generators were noted to be missing on the #2 engine right half of engine cowling. Called maintenance control about aircraft X missing 2 of the 3 vortex generators that belong on that cowling half. Somewhere in our phone conversation; the fact that 2 vortex generators were missing got lost. The cdl states that 1 per side can be missing. My mistake was not checking for myself in the cdl book that the aircraft could be dispatched. The aircraft flew to ZZZ1 and was ferried back where ZZZ maintenance glued the new vortex generators in place. I now know not to take someone's word that an action or step can be done without seeing it in writing.

Title: A B737-400 WAS DISPATCHED WITH 2 VORTEX GENERATORS MISSING FROM THE R ENG COWLING. BOTH GENERATORS MISSING FROM SAME SIDE IN CONFLICT WITH CDL.
Narrative: 2 VORTEX GENERATORS WERE NOTED TO BE MISSING ON THE #2 ENG R HALF OF ENG COWLING. CALLED MAINT CTL ABOUT ACFT X MISSING 2 OF THE 3 VORTEX GENERATORS THAT BELONG ON THAT COWLING HALF. SOMEWHERE IN OUR PHONE CONVERSATION; THE FACT THAT 2 VORTEX GENERATORS WERE MISSING GOT LOST. THE CDL STATES THAT 1 PER SIDE CAN BE MISSING. MY MISTAKE WAS NOT CHKING FOR MYSELF IN THE CDL BOOK THAT THE ACFT COULD BE DISPATCHED. THE ACFT FLEW TO ZZZ1 AND WAS FERRIED BACK WHERE ZZZ MAINT GLUED THE NEW VORTEX GENERATORS IN PLACE. I NOW KNOW NOT TO TAKE SOMEONE'S WORD THAT AN ACTION OR STEP CAN BE DONE WITHOUT SEEING IT IN WRITING.
