Narrative:

On sat/may/05; I was the upgrade lead. At shift change; I was informed that aircraft X had a fastener missing from the strut access panel above #2 engine. The previous shift mechanic told me that he had secured the panel and taped over the hole for the missing fastener per our procedures. I was asked to do the carry forward on the item. I did so using the maintenance procedures reference. I later learned that the panel was found missing with the arrival of aircraft X in ZZZ1. I researched the srm for the missing fastener requirements and believe I should have used the repair manual as my carry forward reference.
