Narrative:

The local manager has allowed the lead man in the structure support shop to induct its own parts (print repair orders for parts being routed to the shop). This system does not work. Many times, parts are showing up without tags and the parts are not removed electronically so we cannot make the necessary repair orders. Since someone has had to help us on every aircraft, I have spoken to supervisor and he says they are trying to fix the system. 2 weeks ago, I explained all this to XXX and he said he would look into it. Aircraft X came in on saturday and nothing has changed. Both lavatories and both front windscreens had no tags and were never removed electronically, so it was not possible to make the repair orders. The #1, #3, and #4 galleys had tags, but were not removed electronically, so we could not make the necessary repair orders. I have been told it is quality control's responsibility to remove these parts electronically, but the maintenance procedures manual says it is the hangar maintenance coordinator's responsibility. No one will solve the problem, but management expects us to do the job without the proper documentation. It has been 8 months and nothing has changed. Callback conversation with reporter revealed the following information: the reporter stated this system does not work, as management will not take a hard line and assign responsibility to the departments as spelled out in the maintenance procedures manual. Repair orders cannot be assigned if the module shows in the maintenance computer as still being installed in an airplane. The reporter said the svcable or unsvcable parts tag is not being attached with airplane number and other required data needed for the repair and documentation for FAA records. If the FAA has a records audit, the shop has nothing to support the repairs and type of repairs accomplished.

Title: AN ACFT CABIN MODULE REPAIR SHOP LEAD RPTS TRACKING AND MAINT HISTORY OF CABIN MODULES REMOVED FROM ACFT IS BEING LOST AND NOT DOCUMENTED DUE TO A POOR AND UNWORKABLE SYS.

SINCE SOMEONE HAS HAD TO HELP US ON EVERY ACFT, I HAVE SPOKEN TO SUPVR AND HE SAYS THEY ARE TRYING TO FIX THE SYS. 2 WKS AGO, I EXPLAINED ALL THIS TO XXX AND HE SAID HE WOULD LOOK INTO IT. NO ONE WILL SOLVE THE PROB, BUT MGMNT EXPECTS US TO DO THE JOB WITHOUT THE PROPER DOCUMENTATION. IT HAS BEEN 8 MONTHS AND NOTHING HAS CHANGED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THIS SYS DOES NOT WORK, AS MGMNT WILL NOT TAKE A HARD LINE AND ASSIGN RESPONSIBILITY TO THE DEPTS AS SPELLED OUT IN THE MAINT PROCS MANUAL. REPAIR ORDERS CANNOT BE ASSIGNED IF THE MODULE SHOWS IN THE MAINT COMPUTER AS STILL BEING INSTALLED IN AN AIRPLANE. THE RPTR SAID THE SVCABLE OR UNSVCABLE PARTS TAG IS NOT BEING ATTACHED WITH AIRPLANE NUMBER AND OTHER REQUIRED DATA NEEDED FOR THE REPAIR AND DOCUMENTATION FOR FAA RECORDS. IF THE FAA HAS A RECORDS AUDIT, THE SHOP HAS NOTHING TO SUPPORT THE REPAIRS AND TYPE OF REPAIRS ACCOMPLISHED.
