Narrative:
Aircraft arrived approximately XA40 at gate. Catering service refused to approach aircraft due to 2R door with possible damage. Ramp lead went up on the belt loader and came down and told catering service it was good to go. Catering service did not believe him and asked for aircraft maintenance. When I went to look; I found damage to the door and reported to management. A gripe was written up stating damage. This is not the first time this lead has made aircraft damage decisions. He is not an aircraft maintenance technician. Management refuses to do anything about it. It was prior damage; ramp management took pictures.

Title: A B777 ARRIVED AT GATE WITH DAMAGE TO 2R DOOR. CATERING WOULD NOT APCH AIRPLANE UNTIL DOOR CHKED. RAMP SVC LEAD OK'ED DOOR. CATERING INSISTED MAINT CHK DOOR. DOOR FOUND WITH DAMAGE AND WAS DOCUMENTED.
Narrative: ACFT ARRIVED APPROX XA40 AT GATE. CATERING SVC REFUSED TO APCH ACFT DUE TO 2R DOOR WITH POSSIBLE DAMAGE. RAMP LEAD WENT UP ON THE BELT LOADER AND CAME DOWN AND TOLD CATERING SVC IT WAS GOOD TO GO. CATERING SVC DID NOT BELIEVE HIM AND ASKED FOR ACFT MAINT. WHEN I WENT TO LOOK; I FOUND DAMAGE TO THE DOOR AND RPTED TO MGMNT. A GRIPE WAS WRITTEN UP STATING DAMAGE. THIS IS NOT THE FIRST TIME THIS LEAD HAS MADE ACFT DAMAGE DECISIONS. HE IS NOT AN ACFT MAINT TECHNICIAN. MGMNT REFUSES TO DO ANYTHING ABOUT IT. IT WAS PRIOR DAMAGE; RAMP MGMNT TOOK PICTURES.
