Narrative:
On departure runway 7 and contacting departure control; we were told to turn left to 250 degree heading and climb to 4000 ft. We leveled at 4000 ft for about 3 mins. During the turn through about 290 degree heading; we were told of traffic at 10 O'clock position and I can't remember how many mi at 5000 ft. I heard the controller also give us traffic to a baron. He told baron we were at 4000 ft. The baron had us in sight. I called traffic not insight and was told to climb to 15000 ft. Shortly after we were on 250 degree heading; we began to climb and at approximately 4400 ft I saw him; on TCASII and a second later we received RA 'monitor vertical speed.' we monitored vertical speed and very shortly afterward we received RA 'descend.' we initiated level then descent attitude as quickly as possible when I noticed baron directly overhead maybe 300-500 ft. Baron also was told to maintain visual and responded soon afterward that he could not and changed his flight path. When I asked controller why we were given climb into baron; he said he only needed visual contact from 1 of the 2 planes.
Original NASA ASRS Text
Title: MD80 DEP FROM JAX EXPERIENCED CONFLICT WITH A BE55 WHO WAS MAINTAINING VISUAL SEPARATION.
Narrative: ON DEP RWY 7 AND CONTACTING DEP CTL; WE WERE TOLD TO TURN L TO 250 DEG HDG AND CLB TO 4000 FT. WE LEVELED AT 4000 FT FOR ABOUT 3 MINS. DURING THE TURN THROUGH ABOUT 290 DEG HDG; WE WERE TOLD OF TFC AT 10 O'CLOCK POS AND I CAN'T REMEMBER HOW MANY MI AT 5000 FT. I HEARD THE CTLR ALSO GIVE US TFC TO A BARON. HE TOLD BARON WE WERE AT 4000 FT. THE BARON HAD US IN SIGHT. I CALLED TFC NOT INSIGHT AND WAS TOLD TO CLB TO 15000 FT. SHORTLY AFTER WE WERE ON 250 DEG HDG; WE BEGAN TO CLB AND AT APPROX 4400 FT I SAW HIM; ON TCASII AND A SECOND LATER WE RECEIVED RA 'MONITOR VERT SPD.' WE MONITORED VERT SPD AND VERY SHORTLY AFTERWARD WE RECEIVED RA 'DSND.' WE INITIATED LEVEL THEN DSCNT ATTITUDE AS QUICKLY AS POSSIBLE WHEN I NOTICED BARON DIRECTLY OVERHEAD MAYBE 300-500 FT. BARON ALSO WAS TOLD TO MAINTAIN VISUAL AND RESPONDED SOON AFTERWARD THAT HE COULD NOT AND CHANGED HIS FLT PATH. WHEN I ASKED CTLR WHY WE WERE GIVEN CLB INTO BARON; HE SAID HE ONLY NEEDED VISUAL CONTACT FROM 1 OF THE 2 PLANES.
