Narrative:
C152; cleared to land runway 1L. Subsequently; C172 cleared for takeoff. 1 min elapsed; C172 had delayed on runway and was not 3000 ft down the runway when C152 crossed the runway threshold. I was distraction by a helicopter that had departed and had radio difficulties. There were many people in the tower during shift change.

Title: RVS CTLR FAILED TO OBSERVE DELAYED TKOF WHICH RESULTED IN LESS THAN REQUIRED SEPARATION WITH LNDG ACFT.
Narrative: C152; CLRED TO LAND RWY 1L. SUBSEQUENTLY; C172 CLRED FOR TKOF. 1 MIN ELAPSED; C172 HAD DELAYED ON RWY AND WAS NOT 3000 FT DOWN THE RWY WHEN C152 CROSSED THE RWY THRESHOLD. I WAS DISTR BY A HELI THAT HAD DEPARTED AND HAD RADIO DIFFICULTIES. THERE WERE MANY PEOPLE IN THE TWR DURING SHIFT CHANGE.
