Narrative:
Air carrier X has a vendor who packs and supplies emergency door slides. We have been receiving slides that are not packed tightly. If not packed correctly; the covers will not stay on. I had this problem with aircraft X. Crew wrote up door 2R door slide cover falling off. I noticed I could secure the top and bottom but the clips on the side would not engage. I compared slides with door 2L. This cover also was not engaged. Both slide packs were packed incorrectly. I called maintenance controller. He said it was a no-go. Aircraft went to hangar and flight canceled. Next day; I checked aircraft X's history. Cover secured and was flying. The packs were not replaced! The aircraft was flying to ZZZ1. I called maintenance controller and talked to mr X. I asked him to make a callout to change slides. He did. Next day; I came in and was told we had an airbus coming in with 2 slide pack changes coming in from ZZZ2 (aircraft X). This aircraft was still flying revenue passenger; illegally! Air carrier X only had 3 slide packs in the system. I believe they knowingly fly these aircraft until the convenience to fix them. Also; the vendor's poor ability to pack slides!

Title: AN A320 WAS REMOVED FROM SVC DUE TO UNABLE TO SECURE DOOR EMER SLIDE COVERS. DOOR SLIDE PACKED IMPROPERLY AND NOT TIGHT.
Narrative: ACR X HAS A VENDOR WHO PACKS AND SUPPLIES EMER DOOR SLIDES. WE HAVE BEEN RECEIVING SLIDES THAT ARE NOT PACKED TIGHTLY. IF NOT PACKED CORRECTLY; THE COVERS WILL NOT STAY ON. I HAD THIS PROB WITH ACFT X. CREW WROTE UP DOOR 2R DOOR SLIDE COVER FALLING OFF. I NOTICED I COULD SECURE THE TOP AND BOTTOM BUT THE CLIPS ON THE SIDE WOULD NOT ENGAGE. THIS ACFT WAS STILL FLYING REVENUE PAX; ILLEGALLY! ACR X ONLY HAD 3 SLIDE PACKS IN THE SYS. I BELIEVE THEY KNOWINGLY FLY THESE ACFT UNTIL THE CONVENIENCE TO FIX THEM. ALSO; THE VENDOR'S POOR ABILITY TO PACK SLIDES!
