Narrative:
PIC called me to advise of possible low fuel due to low altitude holding at ZZZ. The PIC informed me at ZZZ1 and determined to go to ZZZ2 due to his concern over ZZZ3 WX. The dispatcher of the flight advised me of the flight diversion into ZZZ3. Called the flight at ZZZ1 and provided the fuel from ZZZ to ZZZ2 to the PIC. Flight was rediverted to ZZZ2. After long discussion with the PIC and going through the history; the PIC stated that he tried numerous times to contact his dispatcher during his holding time and tried to bring his concern about diverting into ZZZ2 instead of ZZZ3. However; the dispatcher suggested 'for operational purposes; we want to go to ZZZ3 if need be -- at 3700 (bingo fuel) head on that way -- ZZZ3 information to follow.' the captain's inability to talk directly to his dispatcher was another contribution aspect to the failed communication between the 2 sides.

Title: DISPATCHER DISCUSSES POOR COMS WHILE A FLT DIVERTS TO ZZZ1 BECAUSE OF LOW FUEL WHEN THE DISPATCHER WANTS IT TO DIVERT TO ZZZ3.
Narrative: PIC CALLED ME TO ADVISE OF POSSIBLE LOW FUEL DUE TO LOW ALT HOLDING AT ZZZ. THE PIC INFORMED ME AT ZZZ1 AND DETERMINED TO GO TO ZZZ2 DUE TO HIS CONCERN OVER ZZZ3 WX. THE DISPATCHER OF THE FLT ADVISED ME OF THE FLT DIVERSION INTO ZZZ3. CALLED THE FLT AT ZZZ1 AND PROVIDED THE FUEL FROM ZZZ TO ZZZ2 TO THE PIC. FLT WAS REDIVERTED TO ZZZ2. AFTER LONG DISCUSSION WITH THE PIC AND GOING THROUGH THE HISTORY; THE PIC STATED THAT HE TRIED NUMEROUS TIMES TO CONTACT HIS DISPATCHER DURING HIS HOLDING TIME AND TRIED TO BRING HIS CONCERN ABOUT DIVERTING INTO ZZZ2 INSTEAD OF ZZZ3.
