Narrative:
During cruise level; we were notified by center that an airbus was descending into our altitude and we might get a TCASII alert. We did receive an RA and the airbus 340 passed 400 ft below us as he was descending. Not sure exactly what our cruise altitude was at the time; but the A340 should not have been told to continue his descent into our flight path. This mistake was exacerbated by ZBW telling him to continue to descend and then telling us that he may hit us!
