Narrative:
Installed svcable APU on aircraft. APU would not start; could not perform functional check or leak check. Both checks were still applicable; so I did not feel it was right to north/a the blocks on the work card. After further discussion with my crew chief; we decided to north/a the steps on the work card to close the work card out. The FAA inspector also recommended we north/a the open steps. We have been told that every block on every card we work must be signed or north/a'ed. What if an applicable task cannot be performed leaving a partial work card?

Narrative: INSTALLED SVCABLE APU ON ACFT. APU WOULD NOT START; COULD NOT PERFORM FUNCTIONAL CHK OR LEAK CHK. AFTER FURTHER DISCUSSION WITH MY CREW CHIEF; WE DECIDED TO N/A THE STEPS ON THE WORK CARD TO CLOSE THE WORK CARD OUT. THE FAA INSPECTOR ALSO RECOMMENDED WE N/A THE OPEN STEPS. WE HAVE BEEN TOLD THAT EVERY BLOCK ON EVERY CARD WE WORK MUST BE SIGNED OR N/A'ED. WHAT IF AN APPLICABLE TASK CANNOT BE PERFORMED LEAVING A PARTIAL WORK CARD?
