Narrative:
Painting of rudder not in accordance with maintenance manual. Lack of training and unclr paperwork. Aircraft X was still in the dock at time of incident. Rudder was removed and properly balanced. Aircraft Y did return in service on jul/mon/05. On jul/wed/05 it was returned to ZZZ where the rudder was removed and properly balanced.

Title: TWO MD80 RUDDERS WERE PAINTED BUT WERE NOT BALANCED PER THE MAINT MANUAL. ONE ACFT WAS IN MAINT; THE OTHER WAS IN SVC.
Narrative: PAINTING OF RUDDER NOT IN ACCORDANCE WITH MAINT MANUAL. LACK OF TRAINING AND UNCLR PAPERWORK. ACFT X WAS STILL IN THE DOCK AT TIME OF INCIDENT. RUDDER WAS REMOVED AND PROPERLY BALANCED. ACFT Y DID RETURN IN SVC ON JUL/MON/05. ON JUL/WED/05 IT WAS RETURNED TO ZZZ WHERE THE RUDDER WAS REMOVED AND PROPERLY BALANCED.
