Narrative:
On initial check in with ind after departing lck; routing changed from clearance received from lck (clearance radar vectors york/falmouth/flight plan altitude filed 3000 ft; FL340 after 10 mins; departure frequency 119.5; squawk xyzw) to cleared heading assigned 150 degrees to intercept V493 to yrk flight plan as filed. Passing through FL187; TCASII RA received; 'descend.' 2 targets to right of aircraft (+900 ft/-900 ft). Initiated descent to green band approximately 1800 ft down. Advised controller of descent and no response. After completing maneuver; advised controller again and controller stated 2 aircraft had departed buckeye MOA. Controller stated she did not see aircraft departing MOA and told us to contact ZID. Very little concern for RA maneuver. Upon checking in with ZID; the controller queried our routing and asked where we were cleared to. Stated as per clearance: yrk/flm/bwg. He stated routing did show flm. Flight plan showed flm/initial ZID controller stated yrk via F493 fpr. After further discussion; proceeded direct bwg for arrival into mem.
Original NASA ASRS Text
Title: DC10 FLT CREW WITH ZID AT APPROX FL190 EXPERIENCED TCASII RA WITH APPARENT MIL ACFT NEAR MOA BOUNDARY.
Narrative: ON INITIAL CHK IN WITH IND AFTER DEPARTING LCK; ROUTING CHANGED FROM CLRNC RECEIVED FROM LCK (CLRNC RADAR VECTORS YORK/FALMOUTH/FLT PLAN ALT FILED 3000 FT; FL340 AFTER 10 MINS; DEP FREQ 119.5; SQUAWK XYZW) TO CLRED HDG ASSIGNED 150 DEGS TO INTERCEPT V493 TO YRK FLT PLAN AS FILED. PASSING THROUGH FL187; TCASII RA RECEIVED; 'DSND.' 2 TARGETS TO R OF ACFT (+900 FT/-900 FT). INITIATED DSCNT TO GREEN BAND APPROX 1800 FT DOWN. ADVISED CTLR OF DSCNT AND NO RESPONSE. AFTER COMPLETING MANEUVER; ADVISED CTLR AGAIN AND CTLR STATED 2 ACFT HAD DEPARTED BUCKEYE MOA. CTLR STATED SHE DID NOT SEE ACFT DEPARTING MOA AND TOLD US TO CONTACT ZID. VERY LITTLE CONCERN FOR RA MANEUVER. UPON CHKING IN WITH ZID; THE CTLR QUERIED OUR ROUTING AND ASKED WHERE WE WERE CLRED TO. STATED AS PER CLRNC: YRK/FLM/BWG. HE STATED ROUTING DID SHOW FLM. FLT PLAN SHOWED FLM/INITIAL ZID CTLR STATED YRK VIA F493 FPR. AFTER FURTHER DISCUSSION; PROCEEDED DIRECT BWG FOR ARR INTO MEM.
