Narrative:
Arrived 1+ hour before departure to find #4 main in what appeared to be an excessively worn condition. Called maximum 1 hour before; then again 30 mins prior to departure requesting an inspection of the tire. Maintenance arrived 20 mins prior to departure and in a hurry to make an on-time departure; signed off the tire for replacement at ZZZ1. I thought it odd that they did not replace the tire; but was not my judgement call. At arrival at ZZZ1; maintenance inspected the tire and declared it unfit for usage and questioned why ZZZ did not replace it. I did all I could do within my realm of authority/authorized. I guess I could have been more assertive by making the captain inspect the tire and refuse it in ZZZ.
