Narrative:
Due to thunderstorms over dca airport; the arrs were shut off. I was working the luray arrival sector and had to start vectoring aircraft off of the arrival route. I pointed out one of the aircraft to the tilly sector at 11000 ft. I then entered the manne sector's airspace at 11000 ft without a pointout. Since this position is new to our area; familiarity with airspace boundary was a factor -- I was just over the line. Also; airspace boundary line is defined on this position with a range mark; we in our area are not accustomed to this. A map with an airspace boundary line(south) would be of more help. My aircraft and one of manne's aircraft responded to an RA; but separation had already been lost. An established holding pattern/procedure would also help.

Title: PCT CTLR EXPERIENCED OPERROR AT 11000 FT WHILE VECTORING DCA ARRS AND ENTERING ADJACENT AIRSPACE WITHOUT COORD.
Narrative: DUE TO TSTMS OVER DCA ARPT; THE ARRS WERE SHUT OFF. I WAS WORKING THE LURAY ARR SECTOR AND HAD TO START VECTORING ACFT OFF OF THE ARR RTE. I POINTED OUT ONE OF THE ACFT TO THE TILLY SECTOR AT 11000 FT. I THEN ENTERED THE MANNE SECTOR'S AIRSPACE AT 11000 FT WITHOUT A POINTOUT. SINCE THIS POS IS NEW TO OUR AREA; FAMILIARITY WITH AIRSPACE BOUNDARY WAS A FACTOR -- I WAS JUST OVER THE LINE. ALSO; AIRSPACE BOUNDARY LINE IS DEFINED ON THIS POS WITH A RANGE MARK; WE IN OUR AREA ARE NOT ACCUSTOMED TO THIS. A MAP WITH AN AIRSPACE BOUNDARY LINE(S) WOULD BE OF MORE HELP. MY ACFT AND ONE OF MANNE'S ACFT RESPONDED TO AN RA; BUT SEPARATION HAD ALREADY BEEN LOST. AN ESTABLISHED HOLDING PATTERN/PROC WOULD ALSO HELP.
