Narrative:
Following a r-hand main gear dual tire change; the gear down-lock pin was inadvertently left installed; resulting in an air turn-back after the r-hand landing gear failed to retract after departing ZZZ. Note: the red flag attached to the pin was dirty/greasy and not very visible. The down-lock pin was missed by 2 mechanics -- the pilot during his preflight; and the FAA flight inspector (check ride in progress). The work card associated with the tire change instructed to install the down-lock pins; but not to remove them. The job was interrupted due to a shift turn-over. We had to leave the work site to switch vehicles; then return to complete the job.

Title: AN AVRO RJ85 WAS DISPATCHED WITH THE R MAIN LNDG GEAR PINNED. INSTALLED FOR MAIN GEAR TIRE REPLACEMENT; NOT REMOVED AFTER MAINT.
Narrative: FOLLOWING A R-HAND MAIN GEAR DUAL TIRE CHANGE; THE GEAR DOWN-LOCK PIN WAS INADVERTENTLY LEFT INSTALLED; RESULTING IN AN AIR TURN-BACK AFTER THE R-HAND LNDG GEAR FAILED TO RETRACT AFTER DEPARTING ZZZ. NOTE: THE RED FLAG ATTACHED TO THE PIN WAS DIRTY/GREASY AND NOT VERY VISIBLE. THE DOWN-LOCK PIN WAS MISSED BY 2 MECHS -- THE PLT DURING HIS PREFLT; AND THE FAA FLT INSPECTOR (CHK RIDE IN PROGRESS). THE WORK CARD ASSOCIATED WITH THE TIRE CHANGE INSTRUCTED TO INSTALL THE DOWN-LOCK PINS; BUT NOT TO REMOVE THEM. THE JOB WAS INTERRUPTED DUE TO A SHIFT TURN-OVER. WE HAD TO LEAVE THE WORK SITE TO SWITCH VEHICLES; THEN RETURN TO COMPLETE THE JOB.
