Narrative:
Our flight departed the gate after our edct time. We contacted ground and were told to taxi to runway; and that our edct had a 5 min window that had expired 5 mins before; and that the ground controller would contact the flow control for a new time. We read back taxi to runway 10 and taxied out slowly; expecting a delay. Upon approaching the crossing runway (runway 36); I looked out the left side to make sure we were clear of traffic; did not see any until the last min; at the same time the controller said 'air carrier X stop!' we were approximately 10 ft past the hold line when a landing aircraft crossed the landing threshold. We were not given a hold short clearance. I asked my first officer if we had been and that I missed it and he said we were not; as well. I asked the ground controller if we had been given one; and she said yes. Upon reaching the hold line for our departing runway; I told ground that we had not read back a runway hold short; and had not heard or acknowledged one. She said it was standard procedure to issue one when they were using both runways; but with the missed edct time she may have missed us not reading it back. Both my first officer and myself belief she forgot to issue one. The controller said she had no problem with what had happened; that it had just been a miscom.

Title: EMB145 FLT CREW TAXIING FOR DEP AT TVC TO RWY 10 WITH NO RESTRS IS TOLD BY ATC TO STOP FOR LNDG TFC AFTER XING HOLD LINE FOR RWY 36.
Narrative: OUR FLT DEPARTED THE GATE AFTER OUR EDCT TIME. WE CONTACTED GND AND WERE TOLD TO TAXI TO RWY; AND THAT OUR EDCT HAD A 5 MIN WINDOW THAT HAD EXPIRED 5 MINS BEFORE; AND THAT THE GND CTLR WOULD CONTACT THE FLOW CTL FOR A NEW TIME. WE READ BACK TAXI TO RWY 10 AND TAXIED OUT SLOWLY; EXPECTING A DELAY. UPON APCHING THE XING RWY (RWY 36); I LOOKED OUT THE L SIDE TO MAKE SURE WE WERE CLR OF TFC; DID NOT SEE ANY UNTIL THE LAST MIN; AT THE SAME TIME THE CTLR SAID 'ACR X STOP!' WE WERE APPROX 10 FT PAST THE HOLD LINE WHEN A LNDG ACFT CROSSED THE LNDG THRESHOLD. WE WERE NOT GIVEN A HOLD SHORT CLRNC. I ASKED MY FO IF WE HAD BEEN AND THAT I MISSED IT AND HE SAID WE WERE NOT; AS WELL. I ASKED THE GND CTLR IF WE HAD BEEN GIVEN ONE; AND SHE SAID YES. UPON REACHING THE HOLD LINE FOR OUR DEPARTING RWY; I TOLD GND THAT WE HAD NOT READ BACK A RWY HOLD SHORT; AND HAD NOT HEARD OR ACKNOWLEDGED ONE.
