Narrative:
B777 on delay radar vectors heading 150 degrees; 10000 ft; descending to 9000 ft. BE35; VFR; 9500 ft; sebound. Issued traffic to B777 at 12 O'clock position; 2-3 mi; when B777 was 9600 ft; descending. B777 responded to TCASII and stopped descending and climbed to 10000 ft passing directly overhead the BE35; 500 ft above. Heavy jet traffic is required to be 1000 ft above a BE35 in class B airspace. Should have issued traffic to B777 sooner and BE35 should have taken action to provide extra separation to avoid B777 having to respond to TCASII.

Narrative: B777 ON DELAY RADAR VECTORS HDG 150 DEGS; 10000 FT; DSNDING TO 9000 FT. BE35; VFR; 9500 FT; SEBOUND. ISSUED TFC TO B777 AT 12 O'CLOCK POS; 2-3 MI; WHEN B777 WAS 9600 FT; DSNDING. B777 RESPONDED TO TCASII AND STOPPED DSNDING AND CLBED TO 10000 FT PASSING DIRECTLY OVERHEAD THE BE35; 500 FT ABOVE. HVY JET TFC IS REQUIRED TO BE 1000 FT ABOVE A BE35 IN CLASS B AIRSPACE. SHOULD HAVE ISSUED TFC TO B777 SOONER AND BE35 SHOULD HAVE TAKEN ACTION TO PROVIDE EXTRA SEPARATION TO AVOID B777 HAVING TO RESPOND TO TCASII.
