Narrative:
I was working an extra position in the tower for our special activity flts. In the past; we either work this position in the tower or TRACON. I had aircraft X; PA28; come off of Y14 airport and requesting a low approach to runway 9 at fsd. I radar idented him and then apprequed the low approach with the tower controller and he said 'approved reference air carrier Y.' I had aircraft X make a left 270 degree turn and then cleared him for a low approach. After air carrier Y had landed and was taxiing; aircraft X made a low approach to runway 9. Runway 9 does not intersect with runway 21. Air carrier X inquired about the operation.

Title: FSD CTLR DESCRIBES LOW APCH BY ACFT ON RWY 9 THAT OVERFLEW ACR ON RWY 21 ROLLOUT THAT CONCERNED THE ACR FLT CREW.

I HAD ACFT X MAKE A L 270 DEG TURN AND THEN CLRED HIM FOR A LOW APCH. AFTER ACR Y HAD LANDED AND WAS TAXIING; ACFT X MADE A LOW APCH TO RWY 9. RWY 9 DOES NOT INTERSECT WITH RWY 21. ACR X INQUIRED ABOUT THE OP.
