Narrative:
Since this occurrence happened on the hour; multiple people were changing position; logging on and off the computers with traffic count having to be done exactly on the hour. Also; these type of sits won't stop occurring. My back was turned to the airfield along with the other relieved controllers who were at the art computer signing on and off. While working ground; I told a cherokee to hold short of runway 2L and he said 'roger; we'll hold short.' there was only one runway to hold short of with my instructions; and he crossed it anyway. A gulfstream was over the approach light 1/8 mi final; while the cherokee crossed downfield and no one saw it happen because of paperwork; logs and computer functions that have to be done -- mandatory. It's a quick taxi and a short distance for this occurrence and I will get the readback of the runway number every time. It didn't really matter this time except the FAA now gives the controller an operational error for this occurrence now instead of the pilot. Can't do much about this happening; except hire someone to do traffic count and manage position logs.

Title: DPA CTLR CHRONICLES CONFLICT EVENT AS PA28 TAXIING FOR DEP CROSSED RWY WITHOUT CLRNC WITH ARR TFC ON SHORT FINAL.
Narrative: SINCE THIS OCCURRENCE HAPPENED ON THE HR; MULTIPLE PEOPLE WERE CHANGING POS; LOGGING ON AND OFF THE COMPUTERS WITH TFC COUNT HAVING TO BE DONE EXACTLY ON THE HR. ALSO; THESE TYPE OF SITS WON'T STOP OCCURRING. MY BACK WAS TURNED TO THE AIRFIELD ALONG WITH THE OTHER RELIEVED CTLRS WHO WERE AT THE ART COMPUTER SIGNING ON AND OFF. WHILE WORKING GND; I TOLD A CHEROKEE TO HOLD SHORT OF RWY 2L AND HE SAID 'ROGER; WE'LL HOLD SHORT.' THERE WAS ONLY ONE RWY TO HOLD SHORT OF WITH MY INSTRUCTIONS; AND HE CROSSED IT ANYWAY. A GULFSTREAM WAS OVER THE APCH LIGHT 1/8 MI FINAL; WHILE THE CHEROKEE CROSSED DOWNFIELD AND NO ONE SAW IT HAPPEN BECAUSE OF PAPERWORK; LOGS AND COMPUTER FUNCTIONS THAT HAVE TO BE DONE -- MANDATORY. IT'S A QUICK TAXI AND A SHORT DISTANCE FOR THIS OCCURRENCE AND I WILL GET THE READBACK OF THE RWY NUMBER EVERY TIME. IT DIDN'T REALLY MATTER THIS TIME EXCEPT THE FAA NOW GIVES THE CTLR AN OPERROR FOR THIS OCCURRENCE NOW INSTEAD OF THE PLT. CAN'T DO MUCH ABOUT THIS HAPPENING; EXCEPT HIRE SOMEONE TO DO TFC COUNT AND MANAGE POS LOGS.
