Narrative:
I flew eug VOR R-111 until I nearly reached the D airspace at eug. Cascade approach asked me to change frequency to eug tower. Pilot; 'eugene tower; cessna X would like to have a touch-and-go.' tower; 'cessna X; report left downwind runway 34R.' pilot; 'report left downwind runway 34R; cessna X.' then I started a 360 degree turn descent. My altitude was 5500 ft descent to 2000 ft; before entering to class D airspace. While I was continuing my descent; tower said; 'cessna X; flight straight away.' pilot; 'cessna X; fly straight away.' until my altitude on 2000 ft. I flew heading to the airport; continuing descent to traffic pattern altitude of 1200 ft. When I reached left downwind runway 34R; I called tower. Pilot; 'cessna Y on left downwind runway 34.' after touch-and-go on runway 34R; I climbed to 1000 ft. I made a slight turn; right heading 020 degrees. Then I started looking at my flight plan. The final destination course (eug to hio; flight ubg VOR 350 degree radial). Tower; 'cessna X; turn right.' pilot; 'cessna Y would like flight back to final destination airport hillsboro.' tower; 'cessna X; are you have a touch-and-go?' pilot; 'cessna Y; fly back to hillsboro my final destination.' tower; 'cessna X; turn right...' then suddenly I saw 1 aircraft flying head-on to me very close in; 45 degree angle position; turn underneath of my right wing. I suddenly made a left turn; we just passed each other. I know if I'd turned right; I could have hit that aircraft. I was shocked that aircraft was so close to me. After 1 min; I turned back to look at that aircraft; but I couldn't see it. Then over the radio I heard tower say to that aircraft; 'thank you for the...the cessna was going to have touch-and-go....' tower turn back to me. Tower; 'cessna X; do you have an instruction?' I was in doubt what he asked. Pilot; 'what instruction? What did you mean? Cessna X.' tower; 'are you a student pilot?' pilot; 'no; I'm private pilot.' tower; 'cessna X; frequency change back to VFR; flight to hio.' pilot 'frequency change back to VFR; cessna X.' I turned back to squawk on XXXX; flew my heading to hio. After 5 mins; I turned frequency to cascade approach; asked for another flight following back to hillsboro; then flew back to hio. Problem case part: I think I misunderstood what tower said; that I only had a touch-and-go; instead of staying on pattern for more touch-and-goes. If I did follow what tower said; turn right after takeoff; and on downwind had another radio call for request departing to north of my destination airport. I wouldn't cause that situation of being too close to another aircraft.

AFTER TOUCH-AND-GO ON RWY 34R; I CLBED TO 1000 FT. I MADE A SLIGHT TURN; R HDG 020 DEGS. THEN I STARTED LOOKING AT MY FLT PLAN. THE FINAL DEST COURSE (EUG TO HIO; FLT UBG VOR 350 DEG RADIAL). TWR; 'CESSNA X; TURN R...' THEN SUDDENLY I SAW 1 ACFT FLYING HEAD-ON TO ME VERY CLOSE IN; 45 DEG ANGLE POS; TURN UNDERNEATH OF MY R WING. I SUDDENLY MADE A L TURN; WE JUST PASSED EACH OTHER. I KNOW IF I'D TURNED R; I COULD HAVE HIT THAT ACFT. I WAS SHOCKED THAT ACFT WAS SO CLOSE TO ME. AFTER 1 MIN; I TURNED BACK TO LOOK AT THAT ACFT; BUT I COULDN'T SEE IT. AFTER 5 MINS; I TURNED FREQ TO CASCADE APCH; ASKED FOR ANOTHER FLT FOLLOWING BACK TO HILLSBORO; THEN FLEW BACK TO HIO. PROB CASE PART: I THINK I MISUNDERSTOOD WHAT TWR SAID; THAT I ONLY HAD A TOUCH-AND-GO; INSTEAD OF STAYING ON PATTERN FOR MORE TOUCH-AND-GOES. IF I DID FOLLOW WHAT TWR SAID; TURN R AFTER TKOF; AND ON DOWNWIND HAD ANOTHER RADIO CALL FOR REQUEST DEPARTING TO N OF MY DEST ARPT. I WOULDN'T CAUSE THAT SITUATION OF BEING TOO CLOSE TO ANOTHER ACFT.
