Narrative:
CRJ2 cleared for takeoff on runway 25R. B735 taxied into position and hold on runway 25R from taxiway east. CRJ2 midfield at takeoff speed; B735 still turning onto runway 25R cleared for takeoff. CRJ2 aborted; B735 was instructed to cancel takeoff clearance approximately 500 ft into takeoff roll. CRJ2 cleared to ramp; B735 taxied back for takeoff. B735 never achieved any real speed toward takeoff when CRJ2 aborted approximately 5000 ft downfield. Contributing factors: several SID's off for WX; rertes being done on the fly; including at the runway. Mi in trail/mins in trail in effect on usable SID's. Construction at runway approach end caused B735 to take more than normal time to turn onto runway. Possible solution: better application of anticipated separation; ensuring first aircraft is airborne even if #2 aircraft isn't holding in position.

Title: PHX LCL CTLR DESCRIBES EVENT WHEN ANTICIPATED DEP SEPARATION MAY HAVE BEEN MINIMAL AS PRIOR DEP ABORTS.
Narrative: CRJ2 CLRED FOR TKOF ON RWY 25R. B735 TAXIED INTO POS AND HOLD ON RWY 25R FROM TXWY E. CRJ2 MIDFIELD AT TKOF SPD; B735 STILL TURNING ONTO RWY 25R CLRED FOR TKOF. CRJ2 ABORTED; B735 WAS INSTRUCTED TO CANCEL TKOF CLRNC APPROX 500 FT INTO TKOF ROLL. CRJ2 CLRED TO RAMP; B735 TAXIED BACK FOR TKOF. B735 NEVER ACHIEVED ANY REAL SPD TOWARD TKOF WHEN CRJ2 ABORTED APPROX 5000 FT DOWNFIELD. CONTRIBUTING FACTORS: SEVERAL SID'S OFF FOR WX; RERTES BEING DONE ON THE FLY; INCLUDING AT THE RWY. MI IN TRAIL/MINS IN TRAIL IN EFFECT ON USABLE SID'S. CONSTRUCTION AT RWY APCH END CAUSED B735 TO TAKE MORE THAN NORMAL TIME TO TURN ONTO RWY. POSSIBLE SOLUTION: BETTER APPLICATION OF ANTICIPATED SEPARATION; ENSURING FIRST ACFT IS AIRBORNE EVEN IF #2 ACFT ISN'T HOLDING IN POS.
