Narrative:

We departed mggt at approximately XA15. WX was clear; good visibility. We were instructed to hold at the ramp for inbound traffic as per the restrs on the company airport page. The page clearly states that B757 or larger cannot take off or land if a B737 or larger is on the taxiway; due to close proximity of taxiway to runway. An A319 landed; and passed our position; then we were cleared to taxi to runway 19. Upon reaching; we were cleared into position and hold runway 19. The A319 cleared the runway; and was on the parallel taxiway about 2/3 the way down; when tower cleared us for takeoff. Captain told first officer to confirm we were cleared for takeoff with the A319 on the taxiway. Tower replied; 'affirmative; you are cleared for takeoff. A319 is holding on the taxiway for you.' when further queried; tower said 'would you like A319 to taxi to ramp before you takeoff.' (?) we replied in the affirmative; and held for the A319 to get to the ramp before takeoff. First officer visually marked the spot where the A319 had been holding; and on takeoff roll we would have collided with their wingtip had we complied with the original tower instructions. Had the visibility been lower; we would not have seen the aircraft on the taxiway; and we did not hear the ground frequency instructions for them to hold on the taxiway; since we were on tower frequency. Perhaps contact should be made with mggt controllers to remind them of their taxi restrs; an that the rules apply even if they thin there is clearance down the runway. Another suggestion is to remind our pilots that the restr for taxi/takeoff is there and tower may sometimes violate the restr giving an erroneous clearance; which could result in an accident. Callback conversation with reporter revealed the following information: reporter advises this is established policy for the airport and generally the ATCT controllers observe it. In this case the same controller had; only moments before; held the reporter's aircraft on the ramp to allow the landing of the same A319 involved in the conflict.

THE A319 CLRED THE RWY; AND WAS ON THE PARALLEL TXWY ABOUT 2/3 THE WAY DOWN; WHEN TWR CLRED US FOR TKOF. CAPT TOLD FO TO CONFIRM WE WERE CLRED FOR TKOF WITH THE A319 ON THE TXWY. TWR REPLIED; 'AFFIRMATIVE; YOU ARE CLRED FOR TKOF. A319 IS HOLDING ON THE TXWY FOR YOU.' WHEN FURTHER QUERIED; TWR SAID 'WOULD YOU LIKE A319 TO TAXI TO RAMP BEFORE YOU TKOF.' (?) WE REPLIED IN THE AFFIRMATIVE; AND HELD FOR THE A319 TO GET TO THE RAMP BEFORE TKOF. FO VISUALLY MARKED THE SPOT WHERE THE A319 HAD BEEN HOLDING; AND ON TKOF ROLL WE WOULD HAVE COLLIDED WITH THEIR WINGTIP HAD WE COMPLIED WITH THE ORIGINAL TWR INSTRUCTIONS. HAD THE VISIBILITY BEEN LOWER; WE WOULD NOT HAVE SEEN THE ACFT ON THE TXWY; AND WE DID NOT HEAR THE GND FREQ INSTRUCTIONS FOR THEM TO HOLD ON THE TXWY; SINCE WE WERE ON TWR FREQ. PERHAPS CONTACT SHOULD BE MADE WITH MGGT CTLRS TO REMIND THEM OF THEIR TAXI RESTRS; AN THAT THE RULES APPLY EVEN IF THEY THIN THERE IS CLRNC DOWN THE RWY. ANOTHER SUGGESTION IS TO REMIND OUR PLTS THAT THE RESTR FOR TAXI/TKOF IS THERE AND TWR MAY SOMETIMES VIOLATE THE RESTR GIVING AN ERRONEOUS CLRNC; WHICH COULD RESULT IN AN ACCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISES THIS IS ESTABLISHED POLICY FOR THE ARPT AND GENERALLY THE ATCT CTLRS OBSERVE IT. IN THIS CASE THE SAME CTLR HAD; ONLY MOMENTS BEFORE; HELD THE RPTR'S ACFT ON THE RAMP TO ALLOW THE LNDG OF THE SAME A319 INVOLVED IN THE CONFLICT.
