Narrative:
Aircraft #1 was climbing out on an airway showing 344 KTS over the ground. Aircraft #2 was approximately 8-9 mi in trail of aircraft 1 showing a ground speed of 244 KTS. Aircraft #1 was climbing to FL290 at 2000 FPM. I climbed aircraft #2 to FL240. Aircraft #2's ground speed constantly showed slower than aircraft #1; but the targets still got closer.

Title: ZDC DEVELOPMENTAL CTLR EXPERIENCED LOSS OF SEPARATION AT FL240 WHEN FAILING TO RECOGNIZE OVERTAKE PROB; MIL ACFT IN TRAIL OF HS125.
Narrative: ACFT #1 WAS CLBING OUT ON AN AIRWAY SHOWING 344 KTS OVER THE GND. ACFT #2 WAS APPROX 8-9 MI IN TRAIL OF ACFT 1 SHOWING A GND SPD OF 244 KTS. ACFT #1 WAS CLBING TO FL290 AT 2000 FPM. I CLBED ACFT #2 TO FL240. ACFT #2'S GND SPD CONSTANTLY SHOWED SLOWER THAN ACFT #1; BUT THE TARGETS STILL GOT CLOSER.
