Narrative:
I was working a combined sector of north departure and north high; an overflt sector. I switched air carrier X to ZNY at 12000 ft and noticed air carrier Y still at 12000 ft and closing on air carrier X from behind. I issued a vector and a climb to 13000 ft to air carrier Y. At that time; I noticed air carrier X also climbing.

Title: PHL CTLR LOSES SEPARATION AT 12000 FT AS SECOND ACFT OVERTOOK PRECEDING TFC THAT HAD BEEN XFERRED TO ZNY.
Narrative: I WAS WORKING A COMBINED SECTOR OF N DEP AND N HIGH; AN OVERFLT SECTOR. I SWITCHED ACR X TO ZNY AT 12000 FT AND NOTICED ACR Y STILL AT 12000 FT AND CLOSING ON ACR X FROM BEHIND. I ISSUED A VECTOR AND A CLB TO 13000 FT TO ACR Y. AT THAT TIME; I NOTICED ACR X ALSO CLBING.
