Narrative:
Upon arrival at the gate; the guide man tried to guide the aircraft to park at the gate. However; after evaluating the ground equipment around the gate area; the captain and I deemed that it was not safe to continue taxiing the aircraft due to a fuel truck and numerous baggage carts parked in the area where the wings were to cover the ground. We stopped and signaled the guide man to clear the safety area. Nobody seemed to move; however; they held their thumbs up to signal that the area was clear. We did not move the aircraft until they moved the equipment out of the way. Once we continued our taxi; a baggage person got onto a tug and moved to within 1 ft of the engine cowling while we continued our taxi. This was witnessed by an air carrier mechanic who the captain talked with after the flight. The ramp supervisor was asked to meet the flight; at which time the captain and he had a discussion about the incident.

Title: AN A319 FORCES RAMP EQUIP REMOVAL PRIOR TO TAXIING IN TO THE GATE ONLY TO HAVE A TUG DRIVER PULL NEXT TO ACFT ENG AS ACFT CONTINUED TAXIING.
Narrative: UPON ARR AT THE GATE; THE GUIDE MAN TRIED TO GUIDE THE ACFT TO PARK AT THE GATE. HOWEVER; AFTER EVALUATING THE GND EQUIP AROUND THE GATE AREA; THE CAPT AND I DEEMED THAT IT WAS NOT SAFE TO CONTINUE TAXIING THE ACFT DUE TO A FUEL TRUCK AND NUMEROUS BAGGAGE CARTS PARKED IN THE AREA WHERE THE WINGS WERE TO COVER THE GND. WE STOPPED AND SIGNALED THE GUIDE MAN TO CLR THE SAFETY AREA. NOBODY SEEMED TO MOVE; HOWEVER; THEY HELD THEIR THUMBS UP TO SIGNAL THAT THE AREA WAS CLR. WE DID NOT MOVE THE ACFT UNTIL THEY MOVED THE EQUIP OUT OF THE WAY. ONCE WE CONTINUED OUR TAXI; A BAGGAGE PERSON GOT ONTO A TUG AND MOVED TO WITHIN 1 FT OF THE ENG COWLING WHILE WE CONTINUED OUR TAXI. THIS WAS WITNESSED BY AN ACR MECH WHO THE CAPT TALKED WITH AFTER THE FLT. THE RAMP SUPVR WAS ASKED TO MEET THE FLT; AT WHICH TIME THE CAPT AND HE HAD A DISCUSSION ABOUT THE INCIDENT.
